Since I went ahead and put my T.R. King file up, I will go ahead and put up the file I use to browse/compare colors on the Matsui Decal/Inner-Ring chips.
This isn't really my own original work, since it is derived from images from the Matsui website, it's just a convenient file with all the different types and colors in one location.

Should be pretty obvious how to use it:
Just use the eyedropper to grab a color off the colors at the bottom, and get to painting. It's more work than the T.R. King and A.S.M. mockup makers (and doesn't look as good), but it would be WAY too much work to make masks, color fill layers, etc. for the 15 or so different Matsui decal layouts.
