Chips: 242 | | | I'd buy any of those three sets. Ten decided: Blue NCV, 1, 5, 25, 100, 500, & 1000. I think that set configuration is the best option for the most people - so that's how I voted(again). |

Chips: 36,209 | | I actually voted #2 again.  I always go with my instict/logic even if it's agains the polls. but on this one I really think the group is best served with a blank blue and no 25. |

It's really not that big a difference between the top chip or the bottom chip being the NCV chip. All you really need to know is... are more people(the people interested in purchasing this set of chips) more likely to need/use a chip lower than .25c - or a chip over $1000? I hypothesize that it is the latter; therefore, the Blue .25c should be the NCV.
I have yet to see anyone mention that they needed a chip to represent less than .25c. The only argument for a Orange NCV that I have seen is that they want all the chips to have denominations and they don't want a $1000 chip for their set. A NCV chip makes this set much more appealing to a broader range of people - with very minimal compromise. And in 20 years my blue NCV's won't be obsolete like a blue .25c would. And I have, in fact, seen a number of people say that they really want/need a $1000 chip in their set.
