ASM (pokerchips.com) doesn't do 1/4-pies (although they used to, as evidenced by the old Borland Commemoratives). The only clay 1/4-pie chips I know of are by BCC, but the "punch" (machinery used to make them) is owned by HoldemPokerChips.com (hence it's used on the limited-edition non-denom Samurai Palace chip, the Speakeasy line, etc.). A very few people have had custom 1/4-pie BCC chips made (see boondocker's "C U Next Tuesday" tourney chips), but they had to get special permission from HPC to use it.
Of course you could always get custom ceramics to look like a 1/2-pie or 1/4-pie, but it's just not the same as a true clay chip.

The T-mold Semi-customs are a project offered by HPC where some 1/4-pie chips will be offered that you can put custom artwork on. The chip colours and spot combos are being chosen now. It's going on in this forum:

*EDIT* Oh, and yes, Paulson's spot #3 is sort of a 1/4-pie and was used for the 2007 WSOP $50,000 HORSE tourney, but good luck getting a set of those! Well, the Planet Hollywood $1s (white with chocolate and blue spots) use that spot pattern, but those are about the only chips I can think of that you can get by the rack.
