If you want a good free vector program try inkscape (inkscape.org)
Gimp can do vector paths but getting the curve correct is easier in a vector program. If you're using linux you can also use xaralx (xaralx.org). The windows version costs money.
1. In using the Circle Text from GIMP, it appears that the text isn't 'bent' at quite the right angle all the way around. Does Inkscape correct this?
2. I'd like all of the words in my circle/arc to have the top of the letters towards the center (so all the words are upright together - see ink_junkie's avatar for an example). In GIMP I think I'd have to do the words piecemeal. Inkscape?

the extension will do that, but you have to set the start and stop angles in the dialog. If you look at my original mockups for my buccaneer bay ceramics, they were done entirely in gimp. Inkscape does this much easier. I just posted a tutorial on how to do this in custom chip general.
