Let's see if I can help with some basics to design.
I think your first design was cleaner, but I'll base my suggestions on the latest revision.
First off, the design is too busy. Too many things going on the be read clearly and quickly.
My suggestions are as such to start.
1. Remove the card suits from the right hand side and put the denomination (the red $25) there. Those suits look like they were stuck there to fill in space. Use that space to display the denomination.
2. Remove the small $25 from the left side all together. It doesn't need to be there, and at first I thought it was "S25" some kind of secret code... Move the "L&G's a bit to the left to even out the open space a bit.
3. Make the joker (who is cool looking) about 20% smaller so that he does not compete with the text around the edge so much. Give him a little breating room.
4. I don't know how well you can work with fonts, but I might suggest a "condensed" style of font and a point or two larger. By condensing a font you can make it a bit larger but it won't "expand" and be longer around the outside.
5. Also if you are considering to do these as ASM chips, reduce the whole thing about 90% inside the white lable. Give yourself some room for shifting during printing with a little more margin outside of the graphics.
