If you're in a large urban area, try calling some of the arts & crafts stores and some of the photo shops. Preserve-It is intended for use with inkjet printed photos and includes a UV protecterant. A lot of people here seem to say that it is only available from web sites (?!)
Personally, since my chips don't spend much time sitting in the sun I use Krylon Crystal Clear (our art department has used it for years for mock-ups on boxes). You can get it at Wal*Mart for a couple of bucks a can and its available in Matte, Satin, or Gloss. Those in the know here will tell you that you should use Matte to avoid any glare. Personally i use Satin as there isn't much glare and there it doesn't impact the definition of photographic images, and if I really want the definition of a photo background to stand out, I don't hesitate to use gloss (within reason).
