To make a rail, you cut a ring 1.5" to 2" off of the outside of the base table, then (depending on what plywood you have laying around) you use a second piece of plywood or piece together scraps to make a 3 to 5" ring to attached to the ring you just cut off the base table (see photos - I hope you can visualize what I am writing). Once this is done you buy the foam and vinyl to cover.
For this table I bought foam and vinyl in a package from the website where I got the suited poker cloth. On another rail I built, I used cheaper 1" foam from Walmart. The cheaper foam was no where near as dense, so that rail does not have much padding to it, but it works well enough for me. So, depending on how much padding you want, you decide. The denser 1" foam makes a rail that is well padded and I would not want any more than that - if you go with cheaper foam you may want to get thicker than 1".
