I highly doubt he'll hear from anyone. I put the odds at .5%. I think you meant to say that he should be careful using someone's copyrighted name on his chips. That makes sense - a reasonable thing to say. But to say someone from Bally's for example, is going to see or hear about these chips, and then contact BPC, is utterly proposterus.
You're right, if it's a one time thing, he's not likely to get caught. But the more he advertises it, the more the information get's spread. And I'd suspect that if he is contacted, he's more likely to be contacted by Harrah's Licensing LLC regarding the use of their Caesar's and Harrah's logos

I imagine this is a one-off design for one of his customers and will not see mass circulation.

I would think that as soon as one of the companies hear that someone is making money off from thier names and the companies are not getting a cut, you'll get a legal letter from their attorneys for a cease and desist (think that's what it's called).
