I don't know anything about this particular casino. But I have sets like this from other casinos and it appears they were ordered or reordered at different dates or eras in the casino's history.
Two reasons possible, the first, some of the oldest pieces were made before serial number were being required in that country (or regulated by whomever).
The second, sometimes the smallest denomination chip is made with the least expense. Adding serial numbers costs more when they manufacture the jetons. So if the casino thought too many of the little chips were going to go out the door in player's pockets they may have decided to save a little expense in the first place.
The serial numbers were originally added to discourage counterfeits and keep people from bringing in racks of fake chips, cashing them in and "breaking the bank." It would be very hard to break any bank with the smallest denom. You'd have to have a flatbed semi truck loaded with racks of chips..I think that might draw a little suspicion.
That's my best guess.....
