Yes. That essentially is the new big blind for the round. The BB no longer will have an option to see a free flop during these rounds. They will have to call the remainging size of the kill post to play.

Not exactly.
Basically, you start with the kill button on no one.
When someone wins one pot, the kill button is placed in front of them with the "no kill" showing just signifying that they have won one hand.
If they win a second pot in a row (usually the second pot has to be at least greater than one big bet without the blinds counted), then you flip over the button and show that the next hand is a kill hand.
You play out this hand as a kill pot. If that same player wins again, the next hand plays out the same way, and continues to do so until someone else wins a pot. Once someone else wins a pot, there is no more kill hand until that player or someone else wins 2 hands in a row.
So-
hand 1:
Player A wins pot and now has "no kill" showing in front of him. (This signifies that he has won one pot, but not yet 2)
hand 2:
Player A wins next pot and now has "Kill" showing in front of him and stakes are doubled.
hand 3:
Player B wins next pot and now has "no kill" showing in front of him
hand 4:
Players A and B split the next pot, now the "no kill" button goes back to the dealer as no one player won the pot.
