After seeing the Empress chips being both long and short cane versions, who determines the mold; Paulson, the casino, or the state's gaming commish?

But then you'd have to get Flamingo $5s, and then $25s, and then ...

I wish I knew the answer to this. I do know that each order (or reorder) must have some distinct characteristic. This distinct characteristic is usually very subtle, sometimes being only a UV stamp change. I believe that the mold change would satisfy this requirement.
Also, the LCV mold predates the SCV mold. So some older casinos' older chips are LCV exclusively, while their newer chips may be either. A lot of casinos recently have been getting chips with one side LCV and the other SCV. This started within the last 10 years.

But they'll never lose value which is the best part about live chips.

Isn't that only true about Atlantic City chips? Get careless with Vegas chips and they can expire, no?
