Looks like the Donald ponied up some dough to get some new $5 and $25 rack chips made at the Trump Taj Mahal in Atlantic City. These are of similar design to the existing chips with the inlay being a smooth inlay instead of a textured inlay. Also the colors are a touch brighter, and it has a slightly different UV mark than the originals (a larger H&C in the UV)

If you collect variations, then this is for you, if you have a beat-up old Taj chip, it might be a time to trade up to a better condition one. It also has a different Black's catalog number from the original issue.

I say Archie Black himself, because as you and I know, "Black's Numbers" are derived from Archie Black, who, in addition to his Atlantic City New Issue Service, also authors several chip price guides. The Atlantic City guide being one such guide. As part of the guide, Archie assigns a catalogue number to each every chip ever released in Atlantic City (as well as tokens, play money, etc.), which then permits all of us collectors to specify a particular chip with a number.

So, when Ross states that the new chips have a new Black's number assigned, we can all now understand what he means.
