I'm far from being an expert, but here goes:
I found a photo of the Stardust $20
here (MOGH). The stars are clearly visible. TCR (13th ed) shows only one issue of a $20 chip, the 4th edition, which would be the one pictured in the MOGH guide.
When I look carefully at the chip in the eBay auction, I can see very faint images of the stars. My guess is that either the silver ink used for the stars has faded to the point where it is barely visible, or the sellers' scaner washes out the silver color. I don't think that the seller is correct when stating that this particular version doesn't have stars, especially since even I can see them on his scan.
