Looks like a standard 43mm IHC (not RHC) to me...despite his response I would bet he is mistaken and it is indeed a 43mm chip.

Re: Is it possible that RHC mold chip not oversized?

I saw someone post of chipboard for sale 10 shipped. Then I asked him if it is oversized and I will buy it but he answered its regular size. I don't think ppl on chipboard made this kind of mistake. I thought its 43mm as well.

It could actually be the smaller than 39mm size that have shown up a couple of times. The hats on those looked different too if I remember correctly. But this certainly looks like an oversized chip based on the 8 upside down hats that are sort of the signature of 43mm chips.

Robert Eisenstadt shows what seems to be this mold here -- check out mold MD-76c. According to Eisenstadt, the inverted hats and canes are only used on the larger 43mm baccarat-style chips. Hope this helps.

It has to be oversized unless Paulson made a new 39mm version of this mold. I'd love to see a picture of it next to a regular chip.

Here's the one I was talking about that was smaller than normal (only 36mm) but the hats are not inverted...

Interesting -- 36mm also unique with the alternating L/R-facing hats....
