Perhaps the criteria is some percentage of votes for that poll, maybe 30% or something like that. |

Since people were allowed to vote for as many or as few as they liked, it necessarily follows that the ones with fewer votes are less popular.

The only way it wouldn't be skewed is if, by pure coincidence, none of the extra 10 voters in the larger poll would have voted for any chip(s) in the smaller poll. See what I'm saying? In the event that the advancing chips are selected as, for example, the top 3 from each poll, then it doesn't make any difference whether you go by number of votes or percentage of votes. On the other hand, if "winners" are chosen based on the top 10 from all polls, then chips in the polls with more voters have an obvious unfair advantage.
EDIT: This seems a legitimate concern to me since there are just 50 voters in the chip # 28-36 poll, but there are 61 in the chip # 19-27 poll as of now.
