Yeah, I've seen a bunch of auctions from dfleming on these sets and individual stacks. I'd like to have some, except the denominations aren't good for me.
I'm also 95%+ sure that these are RTP, though they are definitely based on an old Wico "crowns" design. RTP must have purchased that design, or maybe just started using it after Wico went out of business.
On Chipguide, it says these "prototype" chips are RTP. Now, Chipguide certainly can be wrong, but not very often.

And RTP's casino chip site shows samples of chips that look somwhat the same. Especially the combination of the crown edge spots on the white and red, and the RTP edge spots on the $25 chip.
