Yes and no...
That design of the $1 chip was initially released in 1993. After that release Caesars (being a Strip location) kind of stopped using it (on blackjack and other tables) because they wanted higher bets ($5 and up). For a while, the $1's were so hard to find, the collectors thought they were obsolete. However, depending on time of, mood of the cashier and where the moon was, you could get a couple $1's from the main cage all during this time.
When Caesars open their poker room (a couple of years back) they did not have enough $1's to support the anticipated action and they did not have enough different denominations, so they placed a re-order of the $1's and $5's with Paul-Son and ordered anew some other denominations (which escape me right now, but I'm thinking $2's or 4's, $10's and $20's).
For those who collect, you can tell the difference between the original $1's and $5's and the poker room caused re-order in that the re-order inlays are smooth (no cross-hatching) and the artwork has a very slight difference (with the whip, if I am recalling correctly).
Well, that is why I say Yes, and No.
