I just got a Palms Casino $1 chip, and it's obviously ceramic. However, instead of seeing CI, I see BG printed on the chip. Who's the manufacturer?

You are right, You've got it in one. When Gene had the chips made he said he was the first place to use the B&G chips as a house chip. They had 4 different $1 and $5 chips (each with a different card face of JKQA). They did this for a number of years and have recently switched to GPI for their $1 and $5 chips.

LE chips (which Palms has more than a few of) have used B&G, Chipco, and GPI (Paulson).
