Sure you can. One of the recent sellers with high end chips was also the one who bought ALL of the crystal parks at one time, and actually had a GARAGE FULL of them. If you have Enough money and the right contacts, your all set.

Unless you stumble across them at a garage sale or something you will probably have to buy them like everyone else. Most of those chip sellers have probably been collecting them for the last 10-20 years. Some of them are pioneer's of the hobby.
