That's my guess. It is a mold die "cast" for the GN $100 house chip.
Wouldn't the text have to be reversed for this?

I can't believe that is nobody at Paulson can explain this. They probably just don't want to release a secret.

Chip looks like it was a test of the mold on whatever blank was available, maybe white allows for it to be examined more closely without a dark color hiding an imperfection. Intersting the waffle center, allowing a place for the adhesive to stick the inlay to the chips (like a tile back). Even the ASm chips require two stampings to make an inlay chip once to prep the chip with the mold and a space for the inlay and then a second time to seat the inlay. I'm curious what an asm chip looks like prior to the inlay beng placed. Either Cathy or Glenda explained the process and why the inlay chips were more costly because of their multiple times of handling.
This chip is interesting because it's a combo of a Golden Nugget and Tropicana chip
I don't see this mold in actual use.
