Thought it might not be a bad idea to have a collector thread devoted to limited edition chips. Here's a new one that really caught my eye. It's the new Riviera $5 chip for the 8-ball pool tournament going on there this week. I'm not a huge pool fan, but do enjoy the game. I thought this chip is striking though. Like the inserts quite a bit and the racked balls look sweet.

With this style of limited edition chips that a lot casinos have, are they actually brand new chips, or do they put a new inlay or label right over an old chip?

I am pretty certain that it is the same on both sides. Which is very typical of rack (or house) chips. Certainly not the case everywhere, but very typical. This is probably because there are additional steps at the manufacturer to ensure inlays don't get mixed up and if you are doing this for tens of thousands of chips, instead of a 1000 or 2000 for LE's, it stands to reason that different inlay chips cost more.
