With respect to the Harvey's $2 Bi-Centennial chip it is one of about 11 other Bi-Centennial chips from Nevada in 1976. Given the 11, the Harvey's is the 2nd least valuable ($40) and can be gotten for about $20 and some patiences.
Here is a link to a CC>CC member who maintains several webpages devoted to gaming related Bi-Centennial items. He shows all 11 chips; the most valuable being the $2 Gary's Casino, valued at about $4,000, but I'd bet that you cannot find one for that price.

That particular chip was released to patrons inside a plastic flip, as shown in this scan.
The casino also had a special holder made for the chip and a $2 bill, which can be seen at page two of the Bi-Centennial link, above. (I wish I had one!)
The casino also issued another red, white and blue, 1/2 pie chip at the same time. In fact, there are two variations of that other $2 chip, both of which show the hotel on the inlay, but one shows details that include window panes, while the other one does not. I too am very partial to 1/2 pie chips, as well as red, white and blue chips, which is why your post caught me attention. If you watch eBay and are patient, you will find one of these gems. If you are willing to get the non- Bi-Centennial version, they too show up on eBay from time to time.
