Yes, those are Bud Jones V7 "decal" chips, in their standard inlay size (decal size A -- same as the Dodge City chips). The BJ plastic material is injected in several stages to create the multi-colored patterns. The words, spots, denominations, etc. are molded into the chip, not painted on. BJ chips are usually machine-finished for their final beveling and consistency. The printed decal is glued on to the center of the chip.
Although the chips are shiny, they are quite "sticky" (in a good way). The unique BJ composite material makes a durable but slightly soft surface. It's a closely-held secret formula, but I've heard it contains plastic, nylon, and whatever else.
There is definitely a suction effect in this inlay sized chip, with a wide edge. There is so much plastic material in contact between chips, and the inlay is inset a bit, that a slight vacuum forms. So they stack very well.
But that also makes them harder to shuffle. When I shuffle BJs, I find myself slightly angling the stacks when I first pull them up, which tends to break the suction a little bit. The other V7 inlay sizes have a larger decal and a smaller rim area, so they are much easier to shuffle and there's not the same vacuum.
Don't cut into one of yours... it's already been done. They have a non-magnetic metal insert. The scanner makes it look silver-colored but it's actually bronzed.
