Yup, those are Paulson clay chips. You can tell from the note on ChipGuide that they are "RHC." This is the Top Hat & Cane mold with every fourth one turned to the right. This is done on chips with the "grand" sized inlay, a little larger inlay than the classic Paulson chip.
The Isle of Capri folks (at their various casinos) typically design their chips with "faux shaped" inlays like you see on the pink, white and blue chips here. That is, they are standard round inlays but they are printed with the shaped designs like a more expensive chip (scalloped, wheel, star, etc.).
