I'd agree with this but its also a factor of the "personality" of your game. In most casino's where I've played 1/2 NL, most bets outside the blinds are usually in increments of $5 probably because that's what casino's mostly give out (bigger action, bigger rakes). For home games, this tends to very more. If its a looser crowd, go heavier on the $5 chips for a tigher crowd, maybe a few more $1 chips. Also, if you give out more $1 chips, folks will bet more of them. Give out more $5 chips and they'll bet more of them.
My personal preference would be at least 10x$1 but no more than 20x$1 per player and the rest in $5 chips. For 10 players with a $200 buyin each:
10 x $1 = $10
28 x $5 = $140
2 x $25 = $50

40 chips = $200
That equals 100 x $1, 280 x $5, 20 x $25 for 400 total chips (no rebuys, yet)
For a full set for 10 players, go with this.
100 x $1 = $100
300 x $5 = $1500
100 x $25 = $2500
===============
500 chips = $4100
