Supposedly the two weeks before Christmas is pretty slow. I am going in early September and mid-December. I do know that mid-December has somedecent room rates. I am staying at Mirage for $70 a night.
Also middle summer is usually slower because of the heat. But the two weeks before x-mas is traditionally slow. Also during the week in that period will be really slow - people come in every weekend for football -- nothing like watching football in the sports books in Vegas

Years and years ago, one of the best times to go was for the 4 day Thanksgiving weekend. Around about 1995-1998, I'll never forget that it was like a ghost town for those days. This for some reason has dramatically changed in the last 5 or so years, and seems like one of the busier weekends in Vegas.
But it really depends on what kind of weather you want for your own personal "best time" in Vegas. Do you want scorching heat, with lots of scantilly dressed ladies? Then hit it up during late spring and summer. Do you prefer less people and cooler weather? Then winter would suit you better, probably around Christmas.
Really one of the best ways to tell, is to sign up for your favorite casinos e-mail-bot, that sends special deals and room pricing to you about once a month. Typically the times that they offer the best prices (and they send them 2-3 months in advance) coincide with the times with their lowest hotel occupation dates.
