I know that working through ebay to track down a seller for not providing what was promised must not be fun, but once the guy 'added' information into the product description isn't he obligated to fulfil what he listed?

Specifically once he said this, if the winning bidder doesn't receive a chip valued at more than $1000-$1500 in "The official U.S. Casino Chip Price Guide" it's fraud, right???

Ok, now looks like I need to remind you of a very rare chip in this mystery chest that is valued at more than $1000-$1500 in "The official U.S. Casino Chip Price Guide"...

Now, along with that 1 chip, there is an estimated amount of poker chips, and cool gambling stuff, etc. worth at least another $1000.00!!! The value the entire Mystery chest and all it's contents are probably anywhere between, $2000-$3500.

It may be a chip that books for $1000+ but he doesn't state the condition. It may be beat to hell. I sold a Jordan Fleer RC which books $800 for $100 a few months ago. Rounded corners and creases.

on the other hand, it's hard to argue with 100% positive feedback from 556 auctions (275 unique, 128 from buyers). if you look through his auction history, you can see that he has done a lot of crazy auctions. check this one out, for instance. but, then again, maybe he's full of crap...

This guy is making every effort to make it sound too good to be true (not a very good one, but an effort nonetheless.)
