I can't tell if the faint image in the background of the inlay is residual hotstamp marks or the actual inlay image. Anyone familiar with these that could shed some light?

it is the hotstamp that you see in the background. I have these and the $5 chips its a shame because you can still feel it even with it removed unless you scrape every chip on both sides.

I have a rack of these chips and I was able to remove the hotstamp residue to the point where you couldn't feel it. There is an x-acto blade that works really nicely. I forget the blade #.
