When did paypal start this crap?

PayPal and eBay are working together to make payments for eBay items even safer. Because we want both buyers and sellers to feel confident about sending and receiving payments through PayPal, we may temporarily hold payments for items sold on eBay.

Make sure to ship the item right away, so you'll have access to the funds sooner. We'll release the hold in 21 days unless you receive a dispute, claim, chargeback, or reversal on the transaction subject to the hold. We may release the hold earlier if either of the following occurs:

The buyer leaves you positive feedback on eBay.
We confirm that the item was delivered.* We can confirm delivery if you ship the item with USPS, FedEx, or UPS and either use PayPal shipping labels or upload tracking information from the transaction details page. This applies to transactions within the United States.

Additional hold period

If you receive a dispute, claim, chargeback, or reversal on the transaction subject to the hold, we may hold the payment until the problem is resolved.

Learn more about the PayPal policy for payments holds on eBay items.

* This applies to US domestic transactions that are shipped by USPS, FedEx, or UPS and either (i) use PayPal shipping labels to ship items or (ii) provide tracking information to PayPal.

That seems like some real B.S.
I thought that they were supposed to provide a little buyer protection from the FEE'S they charge. Maybe they should lower the fee's if they have nothing to lose.

Re: When did paypal start this crap?

The same thing happened to me on some chipco's I sold, even though I have 100% positive feedback on eBay. I called them directly to complain, and they released the funds. This was about five days after payment was posted. Worth a shot.

Re: When did paypal start this crap?

Are they doing this for every sale, or what? If not, how do they determine which sales get the hold on funds?

Re: When did paypal start this crap?

Oh my... That is not good. Talk about a big case of "CYA" for PayBay...

21 days? Eeek.

I have a few nice somewhat collectable personal items I was planning on selling via eBay in the next month or so, but if that is the case with all transactions, craigslist here I come!

Re: When did paypal start this crap?

For what it's worth

Quote:
eBay's FAQ about the21-day hold: In a small percentage of cases where it has been determined the risk of dissatisfied buyers is higher, PayPal may delay release of the payment funds to the seller until the buyer has left a positive feedback or 21 days have passed without a dispute, claim, chargeback or reversal filed on that transaction.

PayPal considers a number of factors in determining a whether a transaction may have a higher risk of dissatisfied buyers, including the following:

Seller's % Positive Feedback in the last 30 days
Seller's Detailed Seller Ratings in the last 30 days
Final price for the item
Shipping & handling fee
Seller's eBay tenure as an eBay member
Seller's total number of Feedback
PayPal will release the hold when the earliest of the following occurs: the buyer leaves positive feedback; 3 days after confirmed item delivery; or 21 days without a dispute, claim, chargeback, or reversal filed on that transaction. (PayPal said if a buyer leaves a negative feedback but does not initiate a dispute, PayPal would release the funds to the seller after 21 days.)

Re: When did paypal start this crap?

I've had this randomly happen to me twice, both times there was no explainable reason. In one case I refunded the buyer a few bucks for shipping and the money was released right away.
