In my ebay listings I note that I will only accept Paypal payments and deliver product to conirmed addresses. In the past when a buyer made a payment with an unconfirmed address I had the option to accept of deny payment. Just recently this situation came up again and the option to deny payment was greyed out and when I put the cursor over it it says ebay sellers must take all payments or something like that. Anyone else run into this yet? Doesn't seem fair. I thought this not shipping to unconfirmed addresses cut down on fraud.
Was the buyer's address a U.S. one? I've only seen this with International buyers.

I would just file an "unpaid item" report on ebay saying the buyer is requesting shipment to an unconfirmed paypal address and you will refund his money. Then go into the actual transaction in paypal and there should be a link to refund the money near the bottom of the page.
