if this happens all the time i need to get on eBay more. I tried to win these but, didnt have enough money in my bank account for them. I would really appreciate some feedback on this.

The first link in your OP is broken. Checked the 2nd though and yes they went cheap - 80 Paulsons (used, vg condition) for $52 or .65 cents per chip. I tend to think that's a bit of an aberration though. They are auctions afterall.
