Lucky Ticket Casino

Has anybody heard of the Lucky Ticket Casino? Some guy is selling 1000 Chipco's from there for a good price. All 1000 for 676.00. Is this a good deal? If people are interested I will post the ad (found it on Craig's List while trying to find a game). I'm not affiliated with the seller at all. The actual ad has more pictures. Sorry in advance if this is the wrong place for this.
