Roland is correct. The late Albert Rollins whose collection is included in the book is a legend in chip collecting and is known as "Mr. Puerto Rico Chips". Prior to his original 1999 Puerto Rico chip collecting book there was not much of an organized market for P.R. chips. He changed all that and P.R. chip collecting has grown significantly over the past decade as a result.
His valuation estimates are pretty 'out of the ballpark' however and you're undoubtedly better off following Archie Black's more reasonable estimates.
Al's son (also Albert Rollins) is the seller.
To my way of thinking, the book is more of a historical reference on obsolete P.R. casino chips and not really a price guide.
