They have sold many times for over 5 dollars a chip. There has been some debate about their rarity and even the great overlords of chipping do NOT ARGUE ABOUT THEIR VALUE.
Matt Foster (omahamatt, who I got the chips from) checked with the Endy's about these chips when he acquired them a couple of years ago, and with paulson store employees. These chips were never sold in the paulson outlet stores.
They speculated that they were either a test/sample run for a prospective casino or a special run for a gift. No one at any of the chip sites had EVER seen them before a couple of years ago and that's a fact.
Speculation is there is a total of rouglhy 16,000 made. There are 30,000 of the palmas made (and they're ASM, not paulson) and a boatload more of the new yorkers made (which never touched a casino either by the way).
If you're looking for a beautiful, classic paulson set, with the best feel and sound ever made and you're looking for a set that ONLY A FEW PEOPLE ON THE PLANET OWN. These are the chips, they'll never be made again.
I have a bunch of emails from people who own and collect who AGREE with me about the artwork and the feel and the exclusivity of these chips, but there's always someone who thinks they know better.
