Probably not the case, but you never know. Could also be that UPS dropped the package once and the Styrofoam broke.

I'm ultra paranoid with packing. I got chewed out once because a cheap cardboard chip box collapased and the chips ended up like yours. Now I usually try to ship with cheap chip racks: wrap the racks in plastic wrap, then bubble wrap, and a mix of packing peanuts.
