Surely you want him to call there?? unless the over-bet was meant to act as a bluff and you have a read on him?

i figure he has a queen or a seven. obv he calls 100% of the time either bet with a queen, and some of the time with a 7.

if i raise to 15 and he calls 100% of the time with a 7 i win an additional $9
if i raise to $47and he calls 40% of the time with a 7 i win an additional $41*.40= $16.40

if he calls 100% of the time with the small bet and only 22% of the time when i make the shove, it's breakeven (.22*41=9). i figure him to call more than that.
