I like this rule more than any other arbitrary rule. If you want to keep this guy playing, I would tell him that this type of behavior is considered rude. If he repeated, I wouldn't invite him again.
If you don't want to keep him around, then just don't invite him anymore.
I view this type of behavior as anti-social, but not against the rules per se. However, if it's your house, you can choose not to allow anyone who you choose to play. For any reason, or no reason. The casinos certainly reserve this right for themselves.
