In my opinion the guy was being an arse and a whiner too. That said though, in the absence of any stated rule, I don't think you can enforce anything in this situation. You can certainly tell him as host though that you agree with the girl and that he exhibited some very unsportsmanlike conduct. I'd also come up with a 20 minute rule (as well as other house rules) if you think it's needed now.
