I've just done the same project for my friend's table.
If your table is anything like his, there were literally thousands of staples holding the rail and "felt" down, no screws at all. It was a very time consuming project. I would suggest just start pulling out all the staples underneath. Then lift up the vinyl as there may be even more staples holding the rail down to the playing surface on the underside of the rail.
