The only problem that I see with this is no matter what is decided its going to have a subjectiveness to it. Meaning what I think is commercial and what others may think are two different things. I don't know if there is a solution other than what we have in place.
Other way to look at this is to look at the recent Bud Jones GB- many of those chips were bought with the sole intent to resell at a profit... Is that a commercial transaction? To some it is and others its not, thats where this rule is open for interpretation and where it can become very gray.
KYBill pointed out a reference to another member selling casino $1 checks at 2X face value when we know he lives right close to the casino- check his posts he was advertising that he could buy them buy the rack. Is that commercial?
The whole point is whatever is decided needs to be very clear and concise, no gray, no subjectiveness & no room for interpretation.
