I was originally thinking of doing something like this, but jadillon and others who already voted in the "358 vs. 1/4 pie" polls for orange and pink would feel like we've already explored that option and it got voted down.

I think some people may be remaining quiet because they feel that they can build a set out of existing options and they don't want to influence the direction on chips they don't plan on purchasing anyway.

I think you're right. It's sort of an apathy thing.
Aside, and completely personal rant:
I've noticed that in almost every round of polls, and this one (all 6 polls) in particular, I've found that after the first 24 hours (and ~ 50% of the votes), the option I voted for is in the lead (and often by a large margin). But after the next 24 hours (and other 50%), another option comes from behind to take the lead. This trend has happened over and over, and I have a few theories (none of which might be correct). I've been wondering if perhaps the most active people in this project, who have contributed the most to the discussion threads and mock-ups / entries, are voting in the first 24 hours, and then we're getting a lot of the "quieter" people and/or "random CTers" (with relatively little interest) voting in the last 24 hours... and/or those who are active but want to see the results first to make a more "strategic" vote. I don't know. Maybe I'm just imagining it. But you might be surprised to find that I've almost never voted for a qualifier yet (right from the first Round #1 colour-palette polls). If this was my personal custom set, it wouldn't look anything like what we've got so far, but a lot of these choices have grown on me, and I think we'll still make a pretty nice 12-chip set from which any CTer could build a semi-custom set that they'd be more than satisfied with.
