I believe I can answer that question!...
It is a CC>CC chip! And also a Paul-Son sample chip! And Fiesta Hotel & Casino advertising chip!, yes, 3 chips in one!
Issued as a tribute by the Fiesta Hotel & Casino (then owned by the Maloof's, current owners of the Palms, but now called the Fiesta Rancho (owned by Station Casinos) and Paul-Son (now GPI) to commemorate the 10th Anniversary of the CC>CC. These were given out (as I recall) to CC>CC Convention attendees!
These were probably the idea of Gene Trimble, who at the time was the Bingo and Keno Manager at the Fiesta and also in charge of their Limited Edition chip program. Previously, Gene was in charge of the LE chip program at the Four Queens and he also went with the Maloof's to the Palms, where he has twice served as the Poker Room Manager and is also in charge of the Palms LE chip Program. (It is no small wonder why the Queens, Fiesta and Palms take up multiple pages in the chip price guides, Gene is a very prolific guy when it comes to LE chip programs in Las Vegas!)
Gene and Paul-Son have a long history! It's a nice chip. I have one in my collection!
