I will assume that we are talking about Paul-Son made, H&C, hot-stamped, solid color chips? If so, then there is no reason (outside of costs) that Paul-Son (GPI) will make them for a valid gaming enterprise (a legitimate casino).

I believe that Atlantic City is still under a requirement that they MUST have a "practice" session (with Fun Nite chips and bills) before they can be allowed to open and use real chips and cash.

Nevada does not have such a requierment and the casino operators are so sophisticated with opening a casino that they no longer need the warm-up. The Palazzo , which just opened in Las Vegas had no pre-opening rehersals (that I am aware of). The Wynn is the last place I am aware of that had rehersals (for invited guests and employees) and they only used fake currency.
