Please don't blame teachers and schools for the shortcomings of parents, politicians, and society. No Child Left Behind holds teachers and schools 100% accountable for student achievement and
does not mention parents ONCE. Schools are held accountable for students who don't show up, and also for students who show up but don't care (there are plenty of both). An inner-city school with below average socioeconomic families could be the best school in the country for educating kids, but you will never know it based on NCLB test scoring procedures. A rich suburban school could be the worst, and you also won't know that either.
If I was a superintendent, my middle school would be my crap school, and without minimum acceptable performance in grades, testing, discipline, and attendance, I'll be damned if you make it into ninth grade in my high school and screw up my test scores and graduation rates. That's what NCLB legislation makes you do if you have one of those school districts.
