You can probably get away with as few as 300 chips for 8 players if money is an issue.

100 x 25
100 x 100
remainder 500's
or 80 x 500 and 20 x 1000

yellow are usually 1000

Starting stacks
12 x 25
12 x 100
7 x 500
for T5000

A number of sellers will ship in USPS Global Priority boxes for around US$40. I recommend buying some high end chips so you can add to them later.
