It's allowed in some of the games I play in, but it's a pretty rare occurrence. Oddly enough, the couple of people who seem to most often propose running it twice are the ultra-tight-conservative guys that get their money in with the best hand and then offer to run it twice as a sort of insurance against bad-beats. I usually only think about running it twice when I'm drawing to a one or two outer... and, go figure, people usually refuse my offer.
