Have you ever played 4-8 in one of these houses? I haven't ever played at Muck, but the people I know that drive 2 hrs to go there are doing so for the larger games 10-20, 20-40 etc. The quality of play in a 4-8 game sitting next to the much larger stakes is not going to be the same. When I am playing 3-6 or 4-8 I make the exact opposite assumption as you did, I assume the play will be horrible. I definately don't assume I am up against a big over pair since it is only two bets to go.
Long story short, check raising with the best of it is the best way I know to make money in those games. Staying to the river on a pair of 8's with a 4 kicker on the other hand......
BTW, IMO KQ would be a wasted raise on the button if everyone limps to you. It is just a pot building raise because you know everyone is going to call off one more bet. Then you are sitting there hoping for a miracle flop. I'd rather see a KQ raise to open in early possition... makes those to act behind you think for a couple seconds before they call with a 7-4 os.
