Coloring up reds after level 3 is appropriate.

Greens are in play through level 8, which is when they should be colored up. I'm guessing level 7 was a typo.

Blacks are in play through level 14 and should be left on the table until then. Another typo?

Generally, when a chip denomination is colored up, all of the chips of that denomination are removed from play. Odd chips are dealt with by either a race-off or rounding up. I've seen partial color-ups in home games if some players are unable to manage their chip stacks.
