From what I have read and seen, you did the right thing.
When we color from 25 to 100 we usually race, but when we go from 100 to 500 we just round up.
In your scenario, because of this situation, if I were the TD I would have rounded up all players
this time, and left that player with one chip.
Mostly because the next bet this person makes, or blind he posts, puts him all-in anyway. (Assuming that since you colored up your 25's to 100's the blinds must have currently been 100/200.)
