Actually, you can use those $25’s.
Your distribution above (25 x 12, 100 x 12, 500 x 9, 1000 x 4) assuming 10 players that leaves you short to color up the $500’s and $1,000’s.
You have enough chips to go with this distribution (25 x 20, 100 x 10, 500 x 5, 1000 x 1, 5000 x 1) and color up all the way through
